Screw piles are often quickest, since there is no concrete to cure. A supplier fitting slabs on hardcore is not solving the same problem, and it shows within a couple of winters.

Most garden rooms count as permitted development, provided the building is single storey, stays within height limits that drop close to a boundary, does not sit forward of the house, and does not take outbuilding coverage over half the garden. Bury St Edmunds has two conservation areas, the Town Centre and Victoria Street, where an Article 4 Direction removes some of those rights, so a property there may need permission it would not need elsewhere.

That is a different question legally, not just a bigger version of the same job. Once a garden room is intended as sleeping accommodation, building regulations apply properly and the planning position often changes too, particularly if someone will live in it independently or it gets let out. It can, depending on how self contained it is and how the council views its use, particularly with its own kitchen, bathroom and separate access. That is a council decision, not a builder's, so check with West Suffolk Council directly for your plot rather than relying on what a supplier tells you.
